The Embassy of India in Kyiv was established in May 1992 and Ukraine opened its Mission in New Delhi in February 1993. India and Ukraine enjoy warm and friendly relations.
The MOUs/Agreements signed between India and Ukraine include agreements on Protocol on Establishment of Diplomatic Relations, Agreement on Culture, Arts, Education, Tourism, Sports, Mass Media Cooperation, Agreement on Trade and Economic Cooperation, Framework Agreement on Cooperation in the Peaceful Uses of Outer Space, Merchant Shipping Agreement, Assistance on Mutual Legal Assistance in Criminal Matters, Agreement on Cooperation in the field of Tourism, Memorandum of Understanding in the field of Standardization, Metrology, Conformity Assessment and Quality, Avoidance of Double Taxation, Promotion and Protection of Investments, Air Service Agreement, Extradition Treaty, Cooperation in Science and Technology, Foreign Office Consultation, Visa Free Travel by the holders of Diplomatic Passports. The agreements signed during the visit of President of Ukraine to India in December 2012 include: Treaty on Mutual Legal Assistance in Civil and Commercial matters, Defence Cooperation and Exchange of Technical Information and Cooperation in Nuclear Defence and Radiation Protection.
Bilateral relations between India and Ukraine were intensified, especially in the aftermath of the successful State visit of H.E. President Yanukovych to India in December 2012. Secretary (Fertilizers) visited Kyiv in January 2013 to explore the opportunities for future cooperation in the fertilizer sector between the two countries. Taking cue from the directives of the Joint Statement of the Presidential visit, the meetings of the Indo- Ukrainian Joint Working Group on Fertilizers( March 20, 2013), Trade and Economic Cooperation (March 20-21, 2013); Tourism( April 8, 2013); Pharmaceuticals( April 15-16, 2013) and Science and Technology( April 22-23, 2013) were held in New Delhi. The Third round of Consular Consultations was held in Kyiv in May 2013.
Minister of State for External Affairs, Shri E. Ahamed, chaired the Fifth Session of the India-Ukraine Inter-Governmental Commission on Trade, Economic, Scientific, Technological, Industrial and Cultural Cooperation held on 13 November 2013 in New Delhi. He was accompanied by a 15-member official and 12-member business delegation from Ukraine. A Memorandum of Understanding for Cooperation in Joint Ventures and Research and Development in Pharmaceuticals and Bio-pharmaceuticals between the Ministry of Chemicals and Fertilizers, Government of India, and the State Administration of Ukraine on Medicinal Products was signed. Pharmaceuticals constitute the bulk of India’s exports to Ukraine amounting to about US$ 110 million in year 2015-16.
The Governor of Dnipropetrovsk State in Ukraine, Mr Dmytro Kolesnikov, led a five member official delegation to visit Bengaluru from 18-22 November 2013. The 2 Governor met the top management of Infosys Ltd and interacted with the Bangalore Chamber of Industry and Commerce. The Bangalore Chamber of Industry and Commerce on 20 November 2013 signed a MoU with the Dnipropetrovsk Chamber of Commerce and Industry.
A high-level delegation of 24 Indian Armed Forces Officers led by Major General Vinod Kumar Pillai, Deputy Commandant of the Army War College at MHOW, undertook a study tour to Ukraine from 20-25 October 2013. The team had extensive discussions at the National Defense University at Kyiv and visited a few prominent Defense related institutions and companies of Ukraine.
The 2 nd Joint Working Group meeting on Health care and Pharmaceuticals ( 21-22 January 2016) and the 3 rd JWG meeting (5-6 May 2016) on Trade and Economic Cooperation were held in Kyiv.
Shri Anant G. Geete, Minister of Heavy Industries and Public Enterprises visited Ukraine from 9-12 November 2016 at the invitation of Mr. Stepan Kubiv, First Deputy Prime Minister - Minister of Economic Development and Trade of Ukraine to reinvigorate friendly relations between India and Ukraine.
